Using a mix of public and private housing, it's virtually eliminated chronic homelessness. So can Boise walk in Salt Lake City's footsteps?

The answer appears to be yes.

"It is not always the most popular thing to do," said Tamera Kohler, assistant director for housing and community development in SLC. "It is not always the easiest thing to do. But it's hard to have an argument that it's the right thing to do."
