Chelsea are open to selling Maatsen after his refusal to sign a new long-term deal and they agreed a deal with Burnley in the summer – which the Dutch international refused.
Manchester City had shown an interest, but Maatsen is understood to be pushing for a move to Dortmund – who have shown a strong interest in taking him to Germany.
We understand Chelsea would like a permanent deal, but Dortmund want a loan deal with an option – Chelsea would be open to a loan but would insist on an obligation.
Dortmund are hoping to seal another Premier League loan deal this week with talks ongoing with Manchester United over Jadon Sancho.

HITC Football understands that with the likely arrivals of Sancho and Maatsen – they will be open to their own exits with Youssoufa Moukoko, Jamie Bynoe-Gittens and Giovanni Reyna amongst those who could be allowed to leave.
Moukoko in particular is one of interest for Premier League sides with Crystal Palace one side reportedly keen on bringing the talented forward to England.
Byone-Gittens meanwhile has also been linked with a Premier League move as Arsenal had reported interest in September.
